Scientology contract not for all Scientologists

Instead, only members of a fraternal order called the Sea Org are required to sign it.

About 3,000 of the approximately 8 million Scientologists worldwide are Sea Org members, according to a Church public relations spokeswoman. Scientology.org pegs membership at more than 5,000.
The Scientology site also says Sea Org members “formulated a one-billion-year pledge to symbolize their commitment to the religion as immortal spiritual beings,” and that “although today the majority of Sea Organization members are based on land, in keeping with the tradition of the order’s inception, they still wear maritime-style uniforms and have ranks and ratings.”
Sea Org members fill upper management positions at the Church.
